What is skills-based workforce planning?

Skills-based workforce planning is the practice of planning your workforce around the skills each team or project needs, rather than job titles and headcount alone. At Coodesh it runs in Team Builder, part of Coodesh Skills: you list the skills a team requires, set how many people need each one and see who in the company already has them.

Staffing squads by referral or by job title hides internal talent and leads to hires you did not need. Because each person's skills come from a skills map that combines self-assessment, manager review and hands-on assessments, HR, People and team leads see real coverage for every requirement and the gaps that remain. Who joins the team is still decided by people, not by the software.

  • Teams for squads, projects or initiatives, with owners and start and end dates.
  • For each skill, you set how many people the team needs.
  • A filter shows who holds a minimum number of the listed skills.
  • Teams link to workspaces, cost centers and departments for filtering.

How to build a team by skills in Team Builder

  1. Create the team or project

Add a name, owners and workspace. Optionally add a client, start and end dates, a description and links.

  2. List the skills it needs

In the Distribution tab, search for the skills the work requires and enter how many people with each skill the team needs.

  3. Check coverage and gaps

A distribution bar shows how many people in the company hold each skill. A filter returns everyone who meets the minimum number of skills you choose.

  4. Pick people and publish

Add employees by name or email, track who is selected for each skill and switch the team from draft to published.

Team Builder features for skills-based workforce planning

What the module gives you when you plan teams around skills instead of titles.

  • Requirement coverage

See, skill by skill, how many people are needed and how many are already selected. Gaps show up before the team starts work.

  • Best-fit search

Set a minimum number of skills and get the employees who qualify, with their position, their skills and how many of the required ones they hold.

  • Hire, redeploy or develop

With the gap in view, decide whether to hire externally, move someone from another team or develop people who are close to the requirement.

  • Skills data you can trust

Each person's skills come from skills maps that combine self-assessment, manager review and practical evidence, not from a static spreadsheet.

  • Cost center and department tags

Link each team to workspaces, cost centers and departments, then filter the team list by those fields.

  • Ownership at a glance

Counters show total teams, the teams you belong to, the teams you lead and how many people are spread across them.

Who uses a skills-based team builder

  • Engineering, product and ops leads

Staff new squads and projects from the skills the work demands, not just from whoever happens to be free.

  • HR and People teams

Before opening a requisition, check whether the skill already exists in-house and where it is genuinely missing.

  • Consultancies and service firms

Record the client behind each team and track project timelines with start and end dates.

Frequently asked questions

What is skills-based workforce planning?

It means planning the people your business needs based on the skills each team or project requires, not only on headcount or job titles. Instead of asking how many people you are missing, you ask which skills are missing and in what quantity. In Coodesh, Team Builder answers that by matching required skills against employee skills maps, showing what you already have in-house and what you need to hire or develop.

How do I find employees who have the skills a project needs?

Start by mapping people in Coodesh Skills with self-assessment, manager review and, if you want, hands-on assessments. Then list the project's skills in a team. The platform shows how many employees hold each skill and lets you filter for people who meet a minimum number of them, along with their position and skills. Staffing stops depending on what managers happen to remember.

How is a team different from a career framework?

Career frameworks describe your structure: tracks, positions, seniority levels and the skills expected in each position. Teams group people by squad, project or initiative, can have start and end dates and hold the skills that specific context needs. In short, the career framework defines what each role should know, and the team shows whether a specific group of people covers what a piece of work demands.

Does Team Builder decide who joins a team?

No. It shows coverage for each skill, who meets the requirements and where the gaps are, but the people who manage the team make the selection. No staffing, promotion or team change happens automatically. The data supports decisions by leaders and HR, applying the same criteria to everyone with human review at every step.

What can I do when a team has a skills gap?

You have three options: hire, redeploy or develop. To redeploy, Coodesh internal recruiting finds employees who fit the profile and invites them, with an assessment in the same flow. To develop, AI turns the gap into an action plan with recommended courses and LMS integration, and a reassessment confirms progress. If the skill does not exist in-house, you have a clear case for an external hire.
